Democratic struggles in contested states

This talk explores democratic transformation in the contested states in Southeastern Europe. It first highlights the elusive nature of democracy and democratisation across the post-communist countries in Central and Eastern Europe, highlighting the key obstacles for the uprooting of democratic institutions. It then notes the main enablers for democratic backsliding, including stabilitocracy, and four types of capture of state and society - constitutional, identitarian, systemic, and external. The talk ends by highlighting the vulnerability of contested states to different types of capture, and reflects upon how this affects the functioning of democratic institutions.
